This chapter (from E. Ginzburg (Ed.), Regionalization and Health Policy. Washington, D.C.: U.S. Department of Health, Education and Welfare) focuses on the Regional Medical Program experience relative to the limits of regionalization in a pluralistic system, the conditions for success, and the response of voluntarism to government regulation in health. The authors review the history of Regional Medical Programs, analyze the structure and operations of the program, and, for an understanding of the process of regionalization under RMP, takes a close look at four states that developed strong programs - California, Georgia, Maine, and Connecticut. The authors conclude with observations about the future of regionalization under the National Health Planning and Resource Development Act of 1974.
